Too early to tell scope of Iran strikes, Trump tells Congress

    scope

President Donald Trump has informed Congress that it is too soon to determine the “full scope and duration” of ongoing U.S. military strikes against Iran, as lawmakers prepare to vote on a war powers resolution that could limit his authority.

In a formal letter to Chuck Grassley, the Senate president pro tempore, Trump defended the military action, describing Iran as an “untenable” threat despite prior diplomatic efforts. He reiterated longstanding U.S. claims that Tehran supports terrorism and continues pursuing nuclear capabilities.

The U.S., alongside Israel, launched coordinated strikes on Iranian targets on Saturday. Iran has since retaliated with missile and drone attacks targeting Israel and Gulf states aligned with Washington.

    What Trump Told Lawmakers

In the letter, Trump stated that Iran remains “one of the largest state sponsors of terrorism” and poses a direct threat to U.S. forces, commercial shipping, and allied nations.

    He emphasized that:

    • No U.S. ground troops have been deployed.
    • The strikes are designed to address immediate security threats.
    • The duration and ultimate scope of operations remain uncertain.

The administration also maintained that it complied with the notification requirements under the War Powers Act by informing key congressional leaders, the so-called “Gang of Eight,” within the mandated 48-hour window.

Secretary of State Marco Rubio and Defense Secretary Pete Hegseth delivered a classified briefing to lawmakers ahead of a Senate vote on limiting further military action.

    Divided Reactions on Capitol Hill

Despite the briefing, many lawmakers from both parties said they remain unclear about the administration’s long-term objectives.

House Speaker Mike Johnson defended the president, stating Trump acted “fully within his authority” and consistent with historical precedent. He warned that restricting the commander-in-chief mid-conflict could undermine U.S. security.

However, several Democrats voiced serious concerns.

Senator Chris Murphy called the situation “as serious as it gets,” warning that more American casualties may occur. Senator Richard Blumenthal said he feared the possibility of U.S. ground troops eventually being deployed.

Senator Brian Schatz said lawmakers left the classified session without clearer answers about the conflict’s timeline or objectives.

A Senate vote on a war powers resolution is expected soon, with the outcome potentially close. The House of Representatives is also preparing for a vote, where bipartisan support appears stronger.

    War Powers Debate Intensifies

Under U.S. law, presidents must notify Congress within 48 hours of initiating hostilities. While presidents have historically exercised broad authority to conduct limited military operations, lawmakers retain the power to restrict funding or require formal authorization for extended military engagement.

Rubio argued that no administration Republican or Democrat has fully accepted the constitutionality of the War Powers Act. Critics counter that continued strikes without explicit authorization risk entangling the U.S. in another prolonged conflict.

Trump has suggested the war could last four to five weeks but acknowledged that uncertainty remains.

    FAQs

    What did Trump tell Congress?

He said it is too early to determine the full scope and duration of U.S. strikes on Iran but insisted the action was necessary to counter security threats.

Has the U.S. deployed ground troops?

According to Trump, no U.S. ground forces have been committed to the operation so far.

What is the War Powers Resolution?

It is a legislative measure that can limit the president’s ability to continue military action without formal congressional authorization.

Are lawmakers united on the issue?

No. Republicans largely defend Trump’s authority, while most Democrats — and some Republicans — want greater oversight and limits.

            Could the conflict expand?

Some lawmakers fear the U.S. could become more deeply involved if hostilities continue or escalate, potentially including ground operations.

              Conclusion

As U.S. strikes against Iran continue, the political battle in Washington is intensifying. While President Trump insists the military action is justified and legally compliant, many lawmakers remain unconvinced about its objectives and potential consequences.

With votes looming in both chambers of Congress, the coming days will determine not only the trajectory of U.S. involvement abroad but also the balance of war powers at home. The central question remains whether the operation will remain limited or evolve into a broader and longer conflict requiring deeper national commitment.
